hansen was invited in mid-2004 to work collaboratively with the National Institute for Urban and Rural Planning (NIURP) on the preparation of an Urban Design Framework Plan for Dalat, a regional city and popular tourist destination in the Central Highlands region of Vietnam. Dalat is the capital city of Lam Dong Province, and is situated within the Central Highlands region of Vietnam approximately 300 kilometres north of Ho Chi Minh City.

The primary aim of this project was the establishment of a pedestrian-only precinct within the centre of Dalat (termed ‘Dalat Walking Centre’ by the locals), as an urban intervention designed to enhance the city’s appeal as a tourist destination, improve pedestrian and traffic management, and substantially upgrade the public domain.

The combined team identified the opportunities and constraints affecting development within the study area, developed a series of key urban design principles and importantly, developed an ‘urban design vision’ for the future development of the study area which sought to define desirable outcomes without resorting to an elaborately detailed and inflexible masterplan.

The Urban Design Framework Plan identified eleven individual ‘action areas’ within the overall study area. These action areas were identified on the basis of their urban character or particular urban qualities, and were seen as priority areas for urban improvement as a means of stimulating development and investment in the city.

Hansen tham gia vào dự án này giữa năm 2004 hợp tác với NIURP để chuẩn bị Quy hoạch tổng quát thiết kế đô thị cho Đà Lạt, một thành phố khu vực và là điểm đến của nhiều chuyến du lịch lên vùng cao nguyên miền núi Việt Nam. Đà Lạt là thành phố chính của tỉnh Lâm Đồng và nằm tại vùng cao nguyên miền trung của Việt Nam khoảng 300 km từ bắc thành phố HCM.

Mục tiêu đầu tiên của dự án này là hình thành khu vực đi bộ trong trung tâm thị xã ( được các cán bộ địa phương gọi là Khu Dành Cho Người Đi Bộ”), khu này được thiết kế củng cố sự hấp dẫn của thành phố làm một nơi du lịch lý tưởng, cải tạo quản lý giao thông và bộ hành, nâng cấp bền vững khu vực công.

Nhóm thực hiện dự án đã xác định cơ hội và các khó khăn ảnh hưởng đến sự phát triển của khu vực dự án, đề ra một loạt các nguyên tắc thiết kế đô thị chủ chốt và quan trọng, thiết lập “ tầm nhìn thiết kế đô thị” phát triển tương lai cho vùng dự án để có được kết quả khả quan mà không phải rà soát lại quy hoạch tổng thể thiếu tính linh hoạt và chi tiết.

Khung tổng quan quy hoạch thiết kế đô thị đề xuất 11 khu vực hoạt động chính trong vùng dự án. Các khu vực này được đề xuất dựa trên nền tảng đặc tính đô thị hay chất lượng đô thị đặc trưng, được xem là khu vực ưu tiên cải tạo đô thị là phương tiện để kích thích sự phát triển và đầu tư cho thành phố.
