hansen was engaged by the UNWTO (United Nations World Tourism Organization) and SNV (Netherlands Development Agency) to work with state and local officials in the preparation of the Town Master Plan for the nationally significant town of Viengxay in Northern Laos.

In 1992, the town of Viengxay was placed on the Laos PDR register of National Heritage. It is a post-1975 settlement surrounded by a natural landscape of mountains, caves and forest used by the Pathet Lao during its struggles against French and American armed forces from 1945 to 1975. Viengxay is often referred to as ‘the birthplace of the Laos PDR’ and its many limestone caves accommodated the diverse needs of approximately 23,000 people including key heroes in the struggle for freedom during war time.

The Town Master Plan for Viengxay provides a clear and achievable vision for incremental growth of the Township in a sustainable and respectful manner, given the cultural and historic sensitivities of the site and its context, and the considerable threats that any influx of international tourism could place on the image and integrity of the Town. The Town Master Plan generates a 5 step urban design concept, realizing the Town’s potential as a national heritage place, a green place, a healthy place, a walking place and a prosperous place. The Plan recognizes the capacity of the Town to grow and accommodate for sensitive tourism uses around the remarkable caves, while at the same time evolving the place with the necessary civic, employment and social infrastructure and orderly housing.

hansen was awarded the Australian Institute of Landscape Architects (AILA) Victoria Medal in Landscape Architecture at the 2008 AILA Victorian State Awards Ceremony, for the Viengxay Town Master Plan, Laos PDR project. The Victoria Medal is the highest award in the profession of landscape architecture in Victoria. This project also received the AILA Victoria Award for Planning Excellence. The project demonstrates the importance of landscape architects, urban designers and urban planners working in close collaboration to realise award winning outcomes.

Hansen được UNWTO và SNV mời tham gia vào dự án này để làm việc với chính quyền và cán bộ địa phương chuẩn bị Quy hoạch tổng thể thị trấn Viengxay thành một nơi quan trọng ở Bắc Lào.

Vào năm 1992, thị trấn Viengxay đã được ghi tên vào Di Sản Quốc Gia Lào. Sau năm 1975, người dân bắt đầu sinh sống ở đây, trước kia, nơi này là một nơi có cảnh quan thiên nhiên núi, hang và rừng do quân đội Lào sử dụng để chống lại Pháp và Mỹ từ 1945-1075. Viengxay thường được xem là “ nơi khai sinh ra nước CHND Lào” và những hang động đá vôi đã từng che chở khoảng 23,000 người dân kể cả những anh hùng lớn của đất nước trong suốt thời gian đấu tranh giành độc lập.

QHTT Viengxay đưa ra tầm nhìn rõ ràng và thực tế về sự tăng trưởng của thị trấn một cách đáng kể và bền vững trong điều kiện nhạy cảm về lịch sử và văn hóa của khu vực này và các thách thức về hình ảnh và nét độc đáo của nơi này do lượng khách du lịch gây ra. QHTT đưa ra khái niệm 5 bước thiết kế đô thị nhận diện tiềm năng của thị trấn Viengxay là một di sản quốc gia, một môi trường xanh lành mạnh, một nơi thịnh vượng và thích hợp dạo chơi. Quy hoạch cũng đưa ra khả năng thị trấn phát triển và điều tiết phục vụ cho du lịch bằng những hang động lớn đồng thời tạo ra một nơi cư ngụ tốt, điều kiện việc làm , hạ tầng xã hội cần thiết và trật tự nhà ở.

Hansen đượcViện Kiến Trúc Cảnh Quan Australia (AILA) tặng huy hiệu Victoria trong giải thưởng bang Victoria dành cho Kiến Trúc Cảnh Quan năm 2008 với đồ án QHTT Viengxay, CHND Lào. Huy hiệu Victoria là giải thưởng cao nhất dành cho các chuyên gia thiết kết cảnh quan của bang Victoria. Dự án này cũng nhận được giải thưởng AILA Victoria về Quy Hoạch Xuất Sắc. Dự án này minh họa tầm quan trọng của việc liên kết thực hiện kiến trúc cảnh quan, thiết kế đô thị và quy hoạch đô thị để có thể đạt kết quả là thắng giải thưởng vừa nêu.
