hansen partnership was appointed by Cardinia Shire Council to review the Victorian Desalination Plant EES and prepare a visual impact assessment to identify the potential impact of overhead high voltage transmission lines and associated towers. The overhead power supply was proposed within the EES as the 'preferred' means of providing power to the new Desalination Plant at Wonthaggi.
hansen undertook a detailed review of the proposed power lines, including extensive site investigations along a 30km corridor, and prepared an accurate 3D computer model of the proposed towers to enable the preparation of a series of photomontage images depicting the proposed development. The photomontages were prepared in accordance within established VCAT guidelines to ensure their accuracy.
hansen subsequently represented Cardinia Shire Council at the Planning Panel Hearing reviewing the Desalination Plant EES, as an expert witness to demonstrate that the potential visual impact on landscapes within Cardinia Shire resulting from the overhead power supply would be significant and excessive.
As a result, the Panel Report recommended that the proposed power supply for the Victorian Desalination Plant be reviewed, with a preference for that infrastructure to be located underground, and hence mitigating any visual impact.
