The purpose of the study was to identify and describe the existing character of the Borough in terms of its distinguishable characteristics and prepare planning policies, guidelines and controls to ensure the existing character is maintained and enhanced. Eight Future Character Management Areas were identified based on detailed analysis, questionnaires and consultation with Council and the local community.

Accompanying these areas are character statements and guidelines addressing building siting and design in the Urban, Foreshore and Natural Areas of the Borough. The guidelines address site layout, building design, building height and setbacks, fencing, driveways and landscape treatment. The study has formed the basis of further work involving the preparation of a planning scheme amendment for the Borough of Queenscliffe which introduced controls on all new development including height provisions.
